CM Calls for Unified Fight Against HIV & Substance Abuse

GANGTOK: Chief Minister Prem Singh Tamang, chairing the 1st meeting of the State Council on AIDS (SCA) at Samman Bhawan on October 5, called on all the elected representatives to champion the fight against HIV and substance abuse, serving as ambassadors in their respective constituencies.
To amplify awareness, he urged them to dedicate a five-minute segment in their future addresses to this critical issue. By leveraging the influence of elected representatives, the Chief Minister hopes to create a ripple effect that inspires meaningful change and promotes a healthier, more informed community.
The Chief Minister addressing this crucial meeting of the State Council on AIDS with the key stakeholders emphasised the need to strengthen the state’s fight against HIV/AIDS. He announced that annual meetings will be held to review and strengthen the state’s ongoing fight against HIV/AIDS and to tackle the ongoing challenges faced by those affected.
Tamang highlighted the vital role of the State AIDS Control Society (SACS), established in 2021, in bolstering the healthcare system. He also showcased the government’s efforts to enhance patient care through expanded healthcare infrastructure, including multiple dialysis centers.
He highlighted the government’s unwavering commitment to reinforcing the state’s healthcare infrastructure and ensuring equitable access to HIV prevention, treatment, and support services. He emphasised that while significant progress has been made, the need for comprehensive awareness campaigns is urgent, especially in dispelling stigma, particularly within marginalized and vulnerable communities.
The Chief Minister called for collaborative efforts among allied departments and strategic feedback from senior council members to boost inter-agency coordination and community outreach, ensuring no group is left behind. This move aims to accelerate the State’s progress in eradicating HIV/AIDS and drug use, demonstrating the government’s commitment to citizens’ health, dignity, and well-being to make our State ‘Sunaulo Ani Samriddha Sikkim’, the Chief Minister added.
Health minister GT Dhungel in his address emphasised the need for non-discrimination towards individuals affected by illnesses. He urged medical teams to maintain ongoing communication with hospitals to ensure quality treatment and education for patients.
The Minister also expressed gratitude to AIDS cell members for their tireless contributions to public health initiatives, recognizing the importance of collaborative efforts in combating cancer and HIV/AIDS. Additionally, awareness campaigns aimed at educating youth about HIV were highlighted, aiming for a comprehensive approach to eliminate the epidemic in society.
During the meeting, Dr Deki Wangmu Phempu, Project Director of SACS and Co-Convener of the State Council on AIDS (SCA), provided a detailed overview of the ongoing Phase V of the National AIDS Control Programme (NACP).

Namrata Sharma, Assistant Director of Mainstreaming at Sikkim SACS, emphasized the significance of mainstreaming and partnerships within the SCA to strengthen the collective response to HIV/AIDS.
Tshering Ongmu Lepcha delivered a comprehensive presentation on the HIV/AIDS (Prevention & Control) Act, 2017, highlighting its key provisions and the legal framework for HIV/AIDS prevention and control.
The open discussions included improving awareness, increasing access to testing and treatment, and strengthening community involvement. The Council emphasized the importance of collaboration with various stakeholders and the need for effective implementation of the National AIDS Control Programme.
During the programme, Dr Abhishek Gautam, Gold Medalist was facilitated by the Chief Minister for securing 1st position in Nephrology.
