New Excise Secretary Emphasizes Reform, Accountability in First Departmental Meet

GANGTOK: In a move to revamp operations and enhance efficiency, newly appointed Excise department secretary Jeewan Subba held his first coordination meeting with officers and field officials from all six districts at the department’s headquarters here on Thursday.
Secretary Subba, who recently took charge, conveyed directives from Chief Minister P.S. Tamang—who also holds the Excise portfolio—stressing the need to streamline the department and ensure smooth day-to-day functioning.
Two key issues dominated the agenda: revenue collection and improving the service delivery mechanism.
Subba highlighted that the department has been tasked with increasing revenue by at least 10% in the current fiscal year. He expressed dissatisfaction over the department’s performance in collecting fines and handling confiscations, urging field staff to focus more closely on these areas.
Calling for greater commitment from personnel, Subba emphasized the need for officers to prioritize departmental goals over personal agendas. He mandated a minimum of 15 field visits per month, to be conducted by gazetted officers in uniform, with reports to be submitted to the headquarters within two days.
He also underlined the importance of being well-versed in Excise laws, encouraging all officials to deepen their legal knowledge to better perform their duties.
On improving public service delivery, the Excise secretary stressed that processes such as licensing and renewals should be efficient and hassle-free. “There should be no delays or bottlenecks for the public,” he said, warning against unnecessary procrastination.
An interactive session during the meeting allowed district officials to voice concerns and grievances. In response, Subba assured full cooperation and support, stating that he holds high regard for dedicated staff.
Also present at the meeting were Commissioner Binita Chettri and Additional Secretary Samten Dolma Bhutia, a press release informs.
