GANGTOK: The Sikkim Commission on Glacial Hazards today presented a detailed progress report and preliminary policy roadmap to Chief Minister Prem Singh Tamang at his official residence, marking a major step in the state’s ongoing efforts to mitigate the risks of glacial disasters, including Glacial Lake Outburst Floods (GLOFs).
Formed by a Cabinet decision on September 11, 2024, the Commission is chaired by renowned climate scientist Dr Akhilesh Gupta, former Senior Advisor to the Ministry of Science and Technology, and comprises a team of leading experts from across India. The body is mandated to assess glacial hazards, review scientific data, and develop actionable strategies to safeguard Sikkim’s vulnerable mountain communities.
During the meeting, the Commission briefed the Chief Minister on its multi-pronged approach, which has included four high-level meetings to date, extensive field assessments, and wide-ranging consultations with local communities, scientific institutions, and government agencies. A thorough review of current research on glacial risk has also been undertaken to ensure that the proposed measures are both evidence-based and context-specific.
Dr Gupta highlighted the collaborative nature of the Commission’s work, underscoring the need for strong coordination among stakeholders, including state and central agencies, defense forces, and local populations. The Commission’s forthcoming work will focus on finalizing a comprehensive roadmap that incorporates both policy recommendations and emergency preparedness plans tailored to Sikkim’s unique topography and community needs.
The Chief Minister commended the Commission for its scientific rigour and inclusive approach. “It is essential that the recommendations we adopt reflect the realities of our state and the voices of our people. The Government of Sikkim stands fully committed to implementing these measures for the safety and resilience of our communities,” he stated.
Also present at the meeting were the State Minister for Science and Technology, Pintso Namgyal, and Commission members including Professor (Dr) Mahendra P Lama, Dr Anil Kumar Gupta, Dr Kalachand Sain, and Dr S Ramsoo, along with officials from the Department of Science and Technology.
The Commission is expected to submit its final recommendations later this year.
